Two apps run navigation in Korea, and the one almost everyone in the country opens is not the one foreign users rate highest. That split explains most of the confusion in this comparison.
Install Naver Map first. It has driving navigation built into the app, four interface languages, and averaged 28.92 million monthly users in Q1 2026 against Kakao Map's 12.55 million, according to Mobile Index data reported by Electronic Times on 18 May 2026. Add Kakao Map second, for reviews verified against payment records. Google Maps still offers no turn-by-turn driving in Korea.
The short version
- Naver Map: Korean, English, Japanese and Simplified Chinese; driving navigation in the same app; the largest user base by a factor of 2.3.
- Kakao Map: English and Korean only, but rated 4.7 out of 5 from more than 5,200 US App Store ratings, against Naver Map's 3.7 from about 2,000 (both listings checked 14 August 2026).
- Google Maps: place search and transit information work. Turn-by-turn driving directions do not, as of August 2026.
- Neither Korean app's per-ride fare figure accounts for a Seoul Climate Card. The 5-day pass at ₩15,000 overtakes pay-per-ride on your 10th subway trip.
The usage gap, and why Naver's own number is bigger
Mobile Index measured Naver Map at 28.92 million average monthly active users across Q1 2026, peaking at 29.52 million in March. Kakao Map averaged 12.55 million, with its high point of 12.94 million back in December 2025. Google Maps sat third at 9.69 million. Wise App's June 2026 count, published in July, landed close: 29.37 million, 12.81 million and 9.53 million.
Naver publishes a larger figure for itself. Its 19 June 2026 press release claims over 31 million monthly users for Naver Map, roughly 1.5 million above the March peak that outside trackers recorded. Both can be honest at once: panel-based trackers estimate from a sample of devices, while a company counts its own server-side logins and sessions. Read the third-party numbers when you compare apps, and the company number only against itself over time.
Growth tells a different story than scale. In Q1 2026 Naver Map added 2.2 million users and Kakao Map 1.5 million. As a share of each app's own Q1 average, that is 7.6% for Naver and 12% for Kakao. Kakao Map is the smaller app moving faster, which matters if you are choosing an app you will still be using in three years.
Kakao Corp has published no monthly-user figure of its own for KakaoMap, so every number above for Kakao comes from measurement firms rather than the company.
Language support decides this for most visitors
The App Store listing for NAVER Maps, Navigation (version 6.9.2, checked 14 August 2026) lists four languages: English, Japanese, Korean and Simplified Chinese. The listing for KakaoMap (version 6.27.3, same date) lists two: English and Korean.
If you read Japanese or Chinese and not much English, there is no comparison to make. Naver Map is the only one of the two you can use in your own language, and it has been since Naver launched its multilingual map in 2018. Naver says its foreign-language user count hit an all-time high in April 2026, up 16.4% on September 2025, the start of the second season of its "Be Local" campaign, as reported by Electronic Times in July 2026.
English readers have a genuine choice, and here the ratings invert the usage gap. Kakao Map's 4.7-star average from 5,200-plus US ratings against Naver Map's 3.7 from about 2,000 is a wide gap, and it points at interface polish rather than data quality. Naver Map is doing far more inside one app: navigation, place pages, reservations, reviews, advertising. Kakao Map does less and does it more cleanly.
Naver has also made account creation possible for people without a Korean phone number by adding passport-based identity verification for overseas users, per Electronic Times reporting in July 2026.
Driving, walking and transit: where the two apps actually split
Driving is the cleanest divide. Naver folded car navigation into Naver Map itself in December 2015. Kakao keeps driving in a separate app, Kakao Navi, which grew out of the Kimgisa navigation product Kakao took on in February 2016. So "one app for everything" is literally true only for Naver.
Naver's June 2026 update pushed hardest on walking. It has been building this for three years: follow-along walking guidance in 2023, routing that avoids stairs in 2024, and on 19 June 2026 real-time voice guidance for walking directions, launched on Android with iOS to follow. The same release added rear-facing speed camera alerts and real-time traffic incident reporting for drivers. Voice guidance while walking matters more in Seoul than it sounds: it lets you keep your eyes on a crowded pavement in Hongdae instead of on a screen.
Kakao's recent work has gone into reviews and into data other developers can build on. Kakao Map reviews are verified against payment records and on-site photo authentication, with a "most helpful" sort that pushes verified reviews up and a route for reporting malicious reviews even when they are set private. Naver went the other way on 6 April 2026, reinstating star ratings on Naver Place, locking edits three months after a review is posted, and letting business owners decide whether their rating displays at all. That last option is the reason a Naver rating and a Kakao rating for the same restaurant can look nothing alike.
On 21 July 2026 Kakao released four new map APIs: public transit routing, walking routing, cycling routing and static maps. Cycling routing is the one no other Korean map exposes this way, and it signals where Kakao intends to compete.

The table shows a market Naver dominates on scale and language coverage while losing on the one measure made up entirely of foreign users, the US store rating. Rating counts differ, so treat the star gap as a signal about the English interface, not a verdict on map accuracy.
Why Google Maps still can't navigate you in Korea
Google Maps holds around 70% of the global map market and about 25% in South Korea, and the reason is regulatory rather than technical. Korea restricts the export of high-precision survey data, so Google has never held the 1:5,000-scale data its navigation needs on overseas servers. Requests were rejected in 2007 and 2016.
On 27 February 2026 that changed conditionally. The interagency Consultative Body on Overseas Transfer of Survey Results, convened by the National Geographic Information Institute under the Ministry of Land, Infrastructure and Transport with the defence, foreign affairs, science and trade ministries and the National Intelligence Service, approved the transfer under five conditions: raw data processed only on domestic servers, Korean territorial coordinates restricted on Google's global products, military and sensitive facilities obscured in satellite and Street View imagery, contour data excluded entirely, and a "red button" shutdown mechanism plus a map affairs officer stationed in Korea.
It then stalled. As of 19 April 2026 no follow-up meetings had been held, with the ministry demanding written implementation plans on blurring, data updates and access revocation. No status update has been published since, and no launch date for Google Maps navigation in Korea has been announced by either side. The fare number neither app shows you
A route screen quotes a per-ride fare. Seoul's adult subway base fare has been ₩1,550 with a transport card since 28 June 2025, and longer rides add distance surcharges on top; the Seoul Metropolitan Government fare page carries the full table, along with the medium taxi rates in force since 1 February 2023 (₩4,800 for the first 1.6 km, then ₩100 per 131 m or per 30 seconds).
If you buy a Seoul Climate Card, that per-ride figure stops describing what you pay. Here is the arithmetic the apps will not do for you, using the short-term transit passes and the ₩1,550 base fare:

The 5-day pass at ₩15,000 divided by ₩1,550 is 9.68, so your tenth ride is the one that puts you ahead, and every ride after that is free. Two subway trips a day for five days is exactly ten. Anyone doing three neighbourhoods a day clears the threshold on day four and should buy the pass without thinking about it. Because distance surcharges push individual fares above ₩1,550, the real break-even arrives a ride or two sooner than the table's worst case.
The 30-day passes run ₩62,000 for subway and city and village buses, ₩65,000 with Ttareungi bike share, ₩67,000 with the Han River Bus, and ₩70,000 with both, with reduced rates of ₩55,000 to ₩63,000 for ages 13 to 39. The pass covers Seoul-area transit only, not intercity rail, so a day out of the city still costs extra. Where this advice breaks
The Naver-first rule fails in three situations.
If you are choosing a restaurant rather than getting to one, ignore the user-count gap entirely. Kakao's payment-record verification and on-site photo checks make its review body harder to game, and a Naver rating you cannot see may simply have been switched off by the owner.
If you are renting a car, "install one app" collapses. Naver Map handles it alone; going the Kakao route means Kakao Map for looking things up and Kakao Navi for the drive.
And if you hold a Climate Card, treat every fare the app displays as noise. You have already paid.
One more practical note for anyone travelling with a group: Kakao Map's Friend Location sharing now alerts you when a friend is nearby, which is a better meeting-up tool than anything on the Naver side, and Kakao has had an ultra-precise bus data system under discussion for adoption in the second half of 2026. Both companies are also pointing agentic AI at maps: Naver's Agent N started with shopping in the first half of 2026 before expanding, and Kakao's Kanana was slated for KakaoTalk in Q1 2026 after a closed beta from October 2025.
